Changes to Open Work Permits for Family Members of Temporary Residents

Starting January 21, 2025, the Government of Canada is introducing new rules for open work permits (OWPs) for family members of international students and foreign workers. These updates aim to enhance the integrity of immigration pathways while supporting Canada’s economic growth and labor market needs.
Key Changes
1. Spouses of International Students: Eligibility is now focused on spouses of students enrolled in:
Master’s programs (16+ months)
Doctoral programs
Select professional programs
2. Spouses of Foreign Workers: Eligible if the worker is employed in:
TEER 0 or 1 occupations
Select TEER 2 or 3 roles in essential sectors like healthcare, construction, and education
The worker must also have 16+ months left on their permit.
3. Dependent Children: Children of foreign workers will no longer qualify for family OWPs under these updates.
What Stays the Same
Existing OWPs remain valid until expiration.
Spouses of free-trade workers and those transitioning to permanent residence are unaffected.
Family members can still explore other work permit options.
